Boards and Committees
Overview
Under State law, municipalities can establish a board or commission to perform a specific task. The Town of McCandless has a Personnel Board, Planning Commission, Zoning Hearing Board, Community Day Committee, Environmental Advisory Committee, Uniform Construction Code, International Fire Code, and Property Maintenance Appeals Board.
Additionally, state law allows municipalities to create, separately or jointly, a municipal authority to perform a specific task or function. The Town of McCandless has separately created the McCandless Township Sanitary Authority and the McCandless Industrial Development Authority. McCandless joined with Ross Township, Franklin Park Borough, Bradford Woods Borough, and Marshall Township to create the Northland Public Library Authority. Together, McCandless and Franklin Park formed the McCandless–Franklin Park Ambulance Authority.
Appointment Policy
Town Council on May 23, 2016, adopted a new appointment policy for authorities, boards, commissions, and advisory committees.
Under the policy, an application form for positions on these entities will be made available on the Town's website and at Town Hall. These applications will be accepted at any time for any positions, and they will be kept on file at Town Hall for two years.
If a vacancy occurs, the position will be advertised on the Town website for 30 days, unless a different length of time is set by Town Council. If feasible, the position will be advertised in other Town publications.
Applicants will be interviewed by Town Council, and a majority vote by Council will lead to appointment.
Reappointments will be considered by Town Council after consulting with the entity's Council Liaison or Committee Chair. Additionally, people appointed to these entities after June 1, 2016, may not hold more than two appointed positions at a time.

Activities Advisory Committee
The Activities Advisory Committee was created with the goal of providing opportunities for community engagement and promoting the health and welfare of the residents of McCandless thereby enhancing the quality of life for the residents, those working in the Town, and those visiting.

Code Appeals Board
The Code Appeals Board is required to hear appeals filed in accordance with the Uniform Construction Code (UCC), International Fire Code (IFC) and Property Maintenance Code (PMC) of the Town of McCandless.

Environmental Advisory Committee
The Environmental Advisory Committee helps develop and recommend policies and programs to Town Council to preserve and enhance aspects of the Town’s character and address environmental issues in the Town.

Financial Development & Promotional Committee
Town Council established the Financial Development and Promotional Committee (FDPC) to develop programs, events, and activities to raise funds to support and promote the Heritage and Cultural Center.

McCandless Industrial Development Authority
The McCandless Industrial Development Authority acts as a “conduit” to provide the benefits of both federal and state income tax-exemptions to the entity (typically, a bank) making a loan to a borrower for an eligible project.

McCandless Township Sanitary Authority
The McCandless Township Sanitary Authority (MTSA) was incorporated in 1955, under the Pennsylvania Municipality Authorities Act of 1945. MTSA provides sewage service to the Town of McCandless.

McCandless-Franklin Park Ambulance Authority
In January 1977, the McCandless-Franklin Park Ambulance Authority was incorporated as a nonprofit emergency medical service municipal authority.

Northland Public Library Authority
Northland Public Library Foundation was started in 1985 to help ensure the future of Northland Public Library through fundraising for special, non-operational needs and projects.

Personnel Board
The Personnel Board has the following powers and duties to: solicit and evaluate all applicants for the police force (except for the Chief of Police), make a listing of eligible police applicants with numerical rating scores, and more.

Planning Commission
The Planning Commission reviews and makes recommendations to Town Council on applications from land developers, and more.

Technology Advisory Committee
The Technology Advisory Committee helps develop and recommend policies and programs to Town Council to preserve and enhance aspects of the character of the Town of McCandless and to address technology issues in the Town.

Town Council
All legal powers of the Town are vested in Town Council, made up of seven members.

Zoning Hearing Board
The Zoning Hearing Board holds requested hearings, as prescribed by the Town and Pennsylvania Municipalities Planning Code for: variances from the zoning ordinance, special exceptions, and more.
